The Ministry of housing and urban rural development recently issued a notice approving the evaluation standard for prefabricated buildings (hereinafter referred to as the "prefabricated standard") as a national standard, which will be implemented from February 1, 2018. The original national standard "evaluation standard for industrialized buildings" shall be abolished at the same time.
According to reports, prefabricated buildings represent the direction of a new round of scientific and technological revolution and industrial transformation in the construction industry. They are not only a major change in the transformation and construction mode of the traditional construction industry, but also an important measure to promote the supply side structural reform, but also a strong support for the construction of new urbanization. In recent years, in the process of actively exploring and developing prefabricated buildings, China has encountered some problems to be solved in the support and guarantee of top-level design of technical specifications and standards. This makes the relevant standards of our country still have a big gap compared with the advanced standards of international sustainable prefabricated building construction methods.
In order to promote the development of prefabricated buildings and standardize the evaluation of prefabricated buildings, according to the requirements of the "letter on requesting the revision of the evaluation standard of industrialized buildings" issued by the standard quota Department of the Ministry of housing and urban rural development, the science, technology and industrialization development center of the Ministry of housing and urban rural development (Housing Industrialization Promotion Center) has carried out the preparation of prefabricated standards in conjunction with relevant units. The preparation team carried out extensive investigation and research, carefully analyzed the implementation of the evaluation standard for industrialized buildings, summarized practical experience, carried out a number of special studies with reference to relevant national standards and foreign advanced standards, and prepared the fabricated standard on the basis of extensive solicitation of opinions.
The "prefabricated standard" and the "technical standard for prefabricated concrete buildings", "technical standard for prefabricated steel structure buildings" and "technical standard for prefabricated wood structure buildings", which have been implemented since June 1, 2017 and prepared by the Ministry of housing and urban rural development, will play a leading role effectively and promote the healthy, rapid and sustainable development of prefabricated buildings in China.
The assembly standard mainly includes five parts: general provisions, terminology, basic provisions, assembly rate calculation and evaluation grade division. It is suitable for evaluating the assembly degree of civil buildings. The assembly standard uses the assembly rate to evaluate the assembly degree of buildings.
According to the prefabricated standard, the single building shall be taken as the calculation and evaluation unit for the calculation of assembly rate and the evaluation of prefabricated building grade, and the following provisions shall be met: the single building shall be confirmed according to the building number of the project planning approval document; When the building is composed of main building and podium, the main building and podium can be calculated and evaluated according to different single buildings; When the building area of a single building group is not more than 500 square meters, it can be calculated as a building group with more than 3 floors.
The evaluation of prefabricated buildings shall comply with the following provisions: pre evaluation should be carried out in the design stage, and the assembly rate should be calculated according to the design documents; The project evaluation shall be carried out after the completion acceptance of the project, and the assembly rate and evaluation grade shall be calculated according to the completion acceptance data.
Prefabricated buildings shall meet the following requirements at the same time: the evaluation score of the main structure shall not be less than 20; The evaluation score of enclosure wall and internal partition wall shall not be less than 10 points; Adopt full decoration; The assembly rate shall not be less than 50%.
In addition, the standard for prefabricated buildings also makes it clear that prefabricated buildings should adopt prefabricated decoration.
According to the requirements, the assembly rate shall be calculated according to the evaluation score of the items involved in the evaluation, that is, the ratio of the sum of the actual scores of the items involved in the evaluation from the three indicators of main structure (50 points), enclosure wall and internal partition wall (20 points), decoration and equipment pipeline (30 points) to the total score of the items involved in the evaluation.
