Notice on work related to promoting prefabricated buildings in 2019
People's governments of cities, counties and autonomous counties:
In order to implement the spirit of the provincial government's implementation opinions on vigorously developing prefabricated buildings (qiongfu [2017] No. 100, hereinafter referred to as "No. 100 document") and effectively promote the implementation of prefabricated construction projects, with the consent of the provincial government, the relevant work matters of promoting prefabricated buildings in 2019 are notified as follows:
1、 Led by the housing and urban rural development bureaus of all cities and counties, and jointly with the development and reform, natural resources and planning departments, according to the construction plan of key projects in 2019 and the special plan of prefabricated buildings in cities and counties, formulate the construction plan of prefabricated buildings in 2019 in the region and announce it to the public as soon as possible.Haikou and Sanya should actively strive to create national prefabricated building demonstration cities.
2、 Public buildings invested by the government and residential construction projects such as public rental houses, talent apartments and talent rental houses must be studied in accordance with the relevant provisions of Document No. 100 and the notice on printing and distributing matters related to promoting prefabricated buildings in 2018 (qiongjianke [2018] No. 91) issued by the Provincial Department of housing and urban rural development, the provincial development and Reform Commission, the former Provincial Planning Commission and the former Department of land and resources, Determine the construction method of the project.
At the stage of reviewing the preliminary design and budget estimate of the project, the development and reform departments of all cities and counties shall solicit in writing the industrial opinions of the housing and urban rural construction departments at the same level on the preliminary design. The housing and urban rural development department at the same level shall feed back the review opinions of the preliminary design of the project to the development and reform department at the same level in writing within five working days.
3、 New construction projects with social investment shall be implemented in accordance with the following requirements:
（1） For commercial housing projects with a total construction area of 100000 square meters or more, the proportion of prefabricated construction shall not be less than 50%;
（2） Public buildings with a total construction area of 50000 square meters or above or a single construction area of 30000 square meters or above shall be constructed in a fabricated manner.
IV. for the construction projects built in the prefabricated way, those that meet the provincial evaluation standards of prefabricated buildings can be given priority support in the 2019 housing implementation plan of cities and counties; For the commercial housing projects that meet the national evaluation standards for prefabricated buildings and start construction in 2019, the annual housing construction indicators of the cities and counties where they are located can be appropriately increased after the application is reviewed and determined by the Provincial Department of housing and urban rural development (considering the actual construction area of the project).
5、 According to the development plan of construction industry modernization (prefabricated building) in Hainan Province, cities and counties with the production layout of concrete prefabricated components (especially those in the western and southern areas) should reasonably arrange the production capacity of concrete prefabricated components, study and formulate preferential policies, open up a "green" channel and actively introduce enterprises to build factories on the premise of meeting the planning, land and other conditions.
6、 For prefabricated buildings located in high seismic intensity areas with seismic fortification intensity above 8 degrees (including 8 degrees) and belonging to key fortification or special fortification, isolation and damping technology shall be adopted, and other types of prefabricated buildings shall be encouraged to adopt isolation and damping technology.
7、 The housing and urban rural development bureaus of all cities and counties shall, in conjunction with relevant departments, issue incentives for local floor area ratio in accordance with the requirements of Document No. 100, further clarify the key links and implementation mechanism of specific incentive indicators, and guide commercial housing projects applying for building area incentives.
8、 The housing and urban rural development bureaus of all cities and counties shall, together with relevant departments, continue to improve the closed supervision mechanism of the whole process of prefabricated buildings from planning and construction application, construction permit to completion acceptance, and strengthen the supervision and random inspection of the implementation of the project construction drawing design documents and the implementation scheme of prefabricated construction projects.
9、 The housing and urban rural development bureaus of all cities and counties shall continue to do a good job in the statistical submission of information on prefabricated buildings in their respective regions.
