Energy conservation evaluation refers to the act of analyzing and evaluating whether the energy utilization of fixed asset investment projects is scientific and reasonable according to energy conservation regulations and standards, and preparing energy conservation evaluation report, energy conservation evaluation report form (hereinafter referred to as energy conservation evaluation document) or filling in energy conservation registration form. The energy-saving evaluation documents and their review opinions, energy-saving registration form and their registration and filing opinions of fixed asset investment projects shall be used as the preconditions for project approval, approval or commencement of construction, as well as an important basis for project design, construction and completion acceptance.

Energy saving evaluation plays a vital role in the establishment of a fixed asset investment project. The Interim Measures for energy conservation evaluation and review of fixed asset investment projects issued by the national development and Reform Commission clearly stipulates that the fixed asset investment projects that fail to conduct energy conservation review in accordance with the regulations or fail to pass the energy conservation review shall not be examined and approved by the project examination and approval authorities, the construction unit shall not start construction, and the completed projects shall not be put into production and use.
